Je viens d'installer phpMyAdmin sur ma machine, pour voir la configuration par défaut :

Par défaut, phpMyAdmin refuse les accès distants. Tu dois ajouter
Require all granted
au dessus de chaque Require ip 127.0.0.1.
Si jamais pour une raison obscure tu es en apache 2.2, Remplace les Deny from All en Allow from All.
Redémarre le serveur apache, ça devrait le faire.
