Bonjour @Hardelot,
Tu ne pourra pas utiliser de paquets binaires, il ne semble pas y avoir de rpm pour WinTV Tuner.
Les dépôts ppa sont vraiment spécifiques à Ubuntu.
Je n'ai pas eu l'occasion de tester, n'ayant pas ce matériel.
Pour le firmware :
Essaye déjà ceci :
[root@localhost #] dnf install ivtv-firmware
et vois ce que ça donne.
Pour info :
[root@localhost ~]$ dnf search hauppauge

Même si tu as une install x86_64, ce qui est très certainement le cas, le dossier firmware est bien dans /lib.
ls /lib/firmware # pour t'en rendre compte.
Tu devrais donc pouvoir suivre les consignes à la lettre je suppose.
Biensûr, les spécificités Raspbian ne seront pas pour toi, mais la procédure me semble plutôt générique.
N'hésite pas à nous faire un retour, ça en intéressera plus d'un.

As-tu essayé ceci comme mentionné plus haut ?
C'est mentionné pour Raspberry Pi, mais en réalité c'est une installation depuis le code source selon le modèle de carte.
La tienne y figure-t-elle ? Quel est son modèle ?

Cette carte (WinTV-quadHD) ne semble pas être dans la liste sur la page dont j'ai mis le lien.
Sais-tu quel est le chipset embarqué ? non mentionné sur la photo ni sur le site de Hauppauge.
Sinon, tu devrait le trouver avec lshw-gui dans la rubrique 'Product' de ta carte.
root@localhost # dnf install lshw-gui
lshw-gui est à lancer en tant que root. Ensuite tu cliques sur refresh.
Tu la trouvera parmis les 'PCI bridge' (un périphérique en gras est double cliquable).
Plus simple :
lspci -v

Du coup, la procédure est :

Tu reboote et réessaye.
Astuce : Du moment que ta carte est bien prise en charge, par exemple apparente dans Kaffeine (Télévision > Configurer la télévision > Mise à jour des données de balayage par internet puis Télévision > Configurer la télévision > Canaux, la source doit être ta carte), tu dois avoir la possibilité de faire un balayage.
Si le balayage tourne mais ne donne rien une fois terminé, tu peux être amené à installer un ampli entre ton antenne et ton PC. C'est ce que j'avais dû faire avec le râteau de mon immeuble et ma carte Leadtek. Après ça, c'était nickel.

Dans tes retours terminal, je ne vois pas de message d'erreur.
Le 'warning' en user n'est pas bloquant.
Au cas où, si tu fais
ls -alh /proc/20880/root
le fichier t'appartient-il bien, et non à root ?
Surtout, est-ce que kaffeine t'a montré ta carte dans le menu ? As-tu pu lancer le balayage ?
As-tu eu un message d'erreur dans une fenêtre ?
Aussi, je constate que les droits ne sont pas normaux dans ton dossier firmware.
Je me suis rendu compte que c'était pareil pour moi.
Je te recommande de rectifier en root avec
root@localhost # chown root:root /lib/firmware/*
root@localhost # chmod u+r+w-x,g+r-w-x,o+r-w-x /lib/firmware/*
root@localhost # find /lib/firmware/ -type d -exec chmod +x {} \;
Normalement, tu devrait avoir aussi ce retour :

De cette manière, les utilisateurs ont accès en lecture aux firmwares (le 'x' sur un dossier permet d'y entrer), mais l'écriture est réservée à root.
P.S. pour ta sécurité, pense à remplacer ton nom par 'user' dans tes retours de terminal. Là, tu donne une info sur l'accès à ta machine.

Autre chose à signaler, j'avais la WinTV Nova TD-500 auparavant et j'ai changé de PC et de Carte Tuner TNT. Elle n'était pas PCIe la précédente.

Ça explique le warning. Ceci dit, il semble que le '20880' soit un numéro généré aléatoirement. Mais je ne pense pas que le blocage vienne de là. C'était au cas où.

Je confirme, il est déconseillé d'utiliser ce type d'application en root. Ça peut être utile uniquement pour dépister des erreurs de droits d'accès.

Pour ton ancien matériel, pas de lien. Aujourd'hui, le PCIe est très bien géré par le noyau Linux.

/etc/passwd contient les mots de passe de session de chaque utilisateur de la machine (que tu saisis quand tu t'identifie sur ta machine). Il n'y a pas de rapport avec Kaffeine ni le dvb.
Par contre, si tu as récupéré ton home d'une installation précédente, tu peux avoir des fichiers à ton nom mais avec un uid (ton numéro identifiant) différent. Ça m'est arrivé il y a quelques années.
Dans ce cas, tu peux faire :
[user@localhost]$ chown -R $USER:$USER /home/$USER # tu remplace $USER par ton vrai nom d'utilisateur
S'il y a des erreurs, fais-le en root.
Est-ce qu'en user, tu arrive à déclencher un scan des chaînes, quelle qu'en soit l'issue ?

Oui, apparemment tu ne l'avais pas.
Bon, ce que l'on en tire :
1. tu as 2 interfaces vidéo (/dev/video0 et /dev/video1), mais à chaque fois mplayer scanne à partir de ta carte Hauppauge. Ce qui nous arrange dans le cas présent. As-tu une autre carte DVB ou une webcam branchée ?
2. On dirai bien que le scan a fonctionné. Tu as dû avoir une image ?
